Transferring XLM to an outside wallet is simple. Go to the balance page on Binance: https://www.binance.com/userCenter/depositWithdraw.html. Then press withdrawal. However, since XLM is skyrocketing today, Binance has suspended withdrawals in an effort to ease congestion and maybe to help control the price? You’ll just need to wait unfortunately :(
